Israel to return Palestinian body parts ~ Jonathon Cook.

Remember back to 2009, when there was a huge row over allegations in the Swedish newspaper Aftonbladet that Israel had been secretly harvesting body parts from Palestinians in the occupied territories.

There were problems with this story, which suggested that Israel had a shoot-to-kill policy so that it could get organs from those it killed.

But Israel effectively shut down all debate about the story and the validity of any of its allegations by accusing anyone who mentioned organ harvesting in Israel of committing a “blood libel” against Israel / Jews.

I found myself caught up in the margins of this row. In the wake of the Swedish report, I submitted an article to the Guardian Comment is Free section making a point that was actually well known inside Israel at that time, though largely concealed to outside observers.

Israel has one forensic lab, known as Abu Kabir, near Tel Aviv, where autopsies are carried out. The chief pathologist there, Prof Yehuda Hiss, had by the time the Swedish story broke been repeatedly pulled up for stealing body parts – and on an industrial scale. Not just from Palestinians but from Israelis too.

His office was found to contain thousands of preserved body parts; it seems he harvested them to use them in medical experiments because of a shortage of Israeli donors.

What was surprising was that, despite his being repeatedly investigated by the police and admitting to organ theft, Hiss was never jailed by the courts nor was he removed from Abu Kabir.

When I tried to publish this piece, which you can read here, the Guardian ran a mile, terrified of the “blood libel” accusation Israel was using very successfully to silence the media. It was one of many occasions when I personally experienced the Guardian pulling its punches to avoid upsetting Israel.

Now it seems, according to Israel Channel 2, Israel has very belatedly agreed to return some body parts to the Palestinian families whose loved ones were organ-harvested.

Palestinian Civil Affairs Minister Hussein al-Sheikh said: “The [former] director of the institute, Dr Yehuda Hiss, admitted to stealing organs of martyrs and other Palestinians during autopsies.”

The admission being referred to actually dates to an interview from 2000 with a US academic, nine years before the Aftonbladetreport, although it was only made widely public in 2010. Nonetheless, Hiss had admitted as much to the Israeli media, police and courts for many years.

In other words, Israel knew all along that the accusation of official complicity in the theft of body parts was no blood libel; it was the long-standing reality. So why do we need to read the Arab media to find out about it?

Cotto: What sort of general impact would you say Zionism has had on the Middle East?

Cook: Zionism was a reaction to the extreme ethnic nationalisms that dominated – and nearly destroyed – Europe last century. It is therefore hardly surprising that it mirrors their faults. In exporting to the Middle East this kind of nationalism, Zionism was always bound to play a negative role in the region.

Theodor Herzl, the father of Zionism, developing the concept of a Jewish state in response to the rising tide of anti-Semitism in Europe in the late nineteenth century. One notorious incident that appears to have shaped his views was France’s Dreyfus affair, when a very assimilated Jewish army officer was unjustly accused of treason and then his innocence covered up by French elites.

The lesson drawn by Herzl was that assimilation was futile. To survive, Jews needed to hold firmly on to their ethnic identity and create an exclusivist state based on ethnic principles.

There is a huge historical irony to this, because Europe’s ethnic nationalisms would soon end up tearing apart much of the world, culminating in the expansionary German war machine, the Second World War and the Nazi death camps. International institutions such as the United Nations and international humanitarian law were developed precisely to stop the repeat of such a cataclysmic event.

Once in the Middle East, Zionism shifted the locus of its struggle, from finding a solution to European anti-semitism to building an exclusive Jewish homeland on someone else’s land, that of the Palestinians. If one wants to understand the impact of Zionism in the Middle East, then one needs to see how destabilising such a European ideological implant was.

The idea of ethnic-religious supremacism, which history suggests is latent in many ethnic nationalisms, quickly came to the fore in Zionism. Today, Israel believes in:

* segregation at all levels – made concrete in the separation wall across the West Bank;

• in ethnic exclusivism – Palestinian citizens inside Israel are even denied an Israeli nationality;

• a kind of national paranoia – walls are built to protect every border;

• but at the same time, and paradoxically, a refusal to define those borders – and with it a craving for expansion and greater “living room”.

All of this was predictable if one looked at the trajectory of ethnic nationalisms in Europe. Instead, we in the West see all this as a reaction to Islamism. The reality is we have everything back to front: Zionism, an aggressive ethnic nationalism, fed reactionary forces in the region like political Islam.

Cotto: If Israel adopted its pre-1967 borders, would this, in your opinion, contribute to the peace process?

Cook: Of course, it would. If nothing else, it would show for the first time two things: one, that Israel is prepared to exhibit good faith towards the Palestinians and respect international law; and two, that it has finally decided to define and fix its borders. Those are also two good reasons why I don’t think we will see Israel adopt such a position.

There is a further, implicit question underlying this one. Can a Palestinian state on 22 per cent of historic Palestine, separated into two prison-cantons with limited access to the sea, be a viable state?

No, I don’t think it can – at least not without remaining economically dependent on Israel and militarily vulnerable to it too. That, we should remember, also appears to have been the view of the international community when it tried to solve this problem more than 60 years ago. The United Nations Partition Plan of 1947 gave the Jewish minority 55 per cent of historic Palestine to create a Jewish state, while the Palestinians, the majority of the population, received 45 per cent for an Arab state.

One doesn’t have to believe the partition plan was fair – as most Palestinians do not – to understand that even the Western-centric UN of that time did not imagine that a viable state could be created on 22 per cent of Palestine, or half of the “Arab state” it envisioned.

That is why I have long maintained that ultimately a solution to the conflict will only be found when the international community helps the two sides to find common ground and shared interests and to create joint institutions. That might be vaguely termed the one-state solution, but in practice it could take many forms.

Cotto: It is often noted that Palestinians live in far more impoverished socioeconomic conditions than Israelis do. From your standpoint, can this be attributed to Israeli aggression?

Cook: In essence, it is difficult to imagine it could be attributed to much else, unless one makes the racist assumption that Palestinians or Arabs are naturally lazy or incompetent.

In terms of Israel’s greater economic success, there are several factors to take into account. It receives massive subsidies from the US taxpayer – billions of dollars in military aid and other benefits. It has developed very lucrative hi-tech and homeland security industries, often using the occupied territories as laboratories for it to test and showcase its weapons and surveillance systems. It also benefits from the financial connections it enjoys with worldwide Jewry. Just think of the property market in Israel, which is artificially boosted by wealthy US and European Jews who inject money into the economy by buying an Israeli condo.

But equally importantly – as a just-published report from the World Bank concludes – it has prospered by plundering and exploiting Palestinian resources. The World Bank argues that Israel’s de facto annexation of 62 per cent of the West Bank, known as Area C in the Oslo Accords, has stripped any nascent Palestinian state of almost all its resources: land for development, water for agriculture, quarries for stone, the Dead Sea for minerals and tourism, etc. Instead these resources are being stolen by more than 200 settlements Israel has been sowing over the West Bank.

Israel also exploits a captive, and therefore cheap, Palestinian labour force. That both benefits the Israeli economy and crushes the Palestinian economy.

Cotto: Some say that Israel’s settlement policies directly encourage violence from Palestinian militants. Do you believe this to be the case?

Cook: Yes, of course. If you came armed with a gun to my house and took it from me, and then forced me and my family to live in the shed at the end of the garden, you could hardly be surprised if I started making trouble for you. If I called the police and they said they couldn’t help, you could hardly be surprised if I eventually decided to get a gun myself to threaten you back. If, when you saw I had a gun too, you then built a wall around the shed to imprison me, you could hardly be surprised if I used the tools I had to make primitive grenades and started lobbing them towards the house. None of this would prove how unreasonable I was, or how inherently violent.

Cotto: Many claim that, if Israel were to shed its Jewish ethnocentrism, Muslims and others nearby would adopt a more favorable opinion of it. Do you agree with this idea?

Cook: Ethnocentrism for Israel means that the protection of its Jewishness is synonymous with the protection of its national security. That entails all sorts of things that would be considered very problematic if they were better understood.

Israel needed to ethnically cleanse Palestinians in 1948 to create a Jewish state. It needs separate citizenship and nationality laws, which distinguish between Jews and non-Jews, to sustain a Jewish state. It needs its own version of the “endless war on terror” – an aggressive policy of oppression and divide and rule faced by Palestinians under its rule – to prevent any future internal challenge to the legitimacy of its Jewishness. It needs to keep Palestinian refugees festering in camps in neighbouring Arab states to stop a reversal of its Jewishness. And it has had to become an armed and fortified garrison state, largely paid for by the US, to intimidate and bully its neighbours in case they dare to threaten its Jewishness.

Ending that ethnocentrism would therefore alter relations with its neighbours dramatically.

It was possible to end similar historic enmities in Northern Ireland and in South Africa. There is no reason to believe the same cannot happen in the Middle East.

Cotto: If Israel were to cease being an ethnocentrically Jewish state, do you think it would be able to survive?

Cook: Yes. Israel’s actions have produced an ocean of anger towards it in the region – and a great deal of resentment towards the US too. And that would not evaporate overnight. At a minimum there would be lingering distrust, and for good reason. But for Israel to stop being an ethnocratic state, it would require a serious international solution to the conflict. The international community would have to put into place mechanisms and institutions to resolve historic grievances and build trust, as it did in South Africa. Over time, the wounds would heal.

Cotto: In the event that Israel were to end its ethnocentrically Jewish policies, do you believe that Islamist militants would hold less of a grudge against the Western world?

Cook: The question looks at the problem in the wrong way in at least two respects. First, Israel’s ethnocentrism – its exclusivity and its aggressiveness, for example – is one of the reasons it is useful to Western, meaning US, imperialism. Reforming Israel would indicate a change in Western priorities in the region, but that does not necessarily mean the West would stop interfering negatively in the region. Reforming Israel is a necessary but not a sufficient cause for a change in attitudes that dominate in the region.

Second, many Islamists, certainly of the fanatical variety, are not suddenly going to have a Damascene conversion about the West because Israel is reformed. But that should not be the goal. Good intentions towards the region will be repaid in a change in attitude among the wider society – and that is what is really important. When George Bush and his ilk talk about “draining the swamps”, they are speaking only in military terms. But actually what we should be doing is draining the ideological swamp in which Islamic extremism flourishes. If the Islamists have no real support, if they do not address real issues faced by Arab societies, then they will wither away.

Cotto: What do you think the future of Israel holds insofar as Middle Eastern geopolitics are concerned?

Cook: That is crystal ball stuff. There are too many variables. What can be said with some certainty is that we are in a time of transition: at the moment, chiefly economic for the West and chiefly political for the Middle East. That means the global power systems we have known for decades are starting to break down. Where that will ultimately lead is very difficult to decipher.

How come Uri Avnery knows so little about Israel?

Talking nonsense about apartheid.

 

Yes, I know. Uri Avnery has achieved many great things as a journalist and a peace activist. He has probably done more to educate people around the world about the terrible situation in the occupied Palestinian territories, and for longer, than any other single human being. And, to boot, he’s celebrating his 90th birthday this week. So best wishes.

Nonetheless, it is important to challenge the many fallacious claims Avnery makes to bolster the arguments in his latest article, dismissing the growing comparisons being made between Israel and apartheid South Africa.

There is much to criticize in his weakly-argued piece, based on a recent conversation with an unnamed “expert”. Avnery, like many before him, makes the mistake of thinking that, by pointing out the differences between Israel and apartheid South Africa, he proves that Israel is not an apartheid state. But this is the ultimate straw-man argument. No one claims Israel is identical to South Africa. You don’t need an expert to realize that.

…apartheid comprises inhumane acts “committed in the context of an institutionalized regime of systematic oppression and domination by one racial group over any other racial group or groups and committed with the intention of maintaining that regime”. (Rome Statute of the International Criminal Court, 2002)

When people call Israel an apartheid state, they are referring to the crime of apartheid as defined in international law. According to the 2002 Rome Statute of the International Criminal Court, apartheid comprises inhumane acts “committed in the context of an institutionalized regime of systematic oppression and domination by one racial group over any other racial group or groups and committed with the intention of maintaining that regime”.

So what colour the victims of apartheid are, what proportion of the population they constitute, whether the economy depends on their productive labour, whether the early Zionists were socialists, whether the Palestinians have a Nelson Mandela, and so on have precisely zero relevance to determining whether Israel is an apartheid state.

A key distinction for Avnery is between “Israel proper” and the occupied territories. In the territories, Avnery admits, there are some parallels with apartheid South Africa. But inside Israel, he thinks the comparison is outrageously unfair. Let’s set aside the not-insignificant matter that Israel refuses to recognize its internationally defined borders; or that one of its major strategies is a colonial-style divide-and-rule policy that depends on establishing differences in rights for Palestinians under its rule as a way to better oppress them.

Avnery’s motives in highlighting this territorial distinction should be fairly clear. He believes the occupation is a crime and that it must end. But he also believes that Israel as a Jewish state should continue after the occupation ends. In fact, he sees the two matters as inextricably tied. In his view, Israel’s long-term survival as a Jewish state depends on severing it from the occupied territories.

This concurs with fairly standard liberal Zionist ideology: segregation is seen as offering protection from demographic threats posed by non-Jews to the future success of the Jewish state, and has reached its apotheosis in the building of the West Bank wall and the disengagement from Gaza. Avnery is simply one of the most humane proponents of this line of thinking.

But for this reason, as I have argued before, Avnery should be treated as an unreliable mentor and guide on matters relating to Palestinians inside Israel – the group that is hardest to deal with under a strictly segregationist approach.

 

Admitting that Israel is an apartheid state inside its internationally recognized borders would undermine the legitimacy of his [Uri Avnery’s] prized Jewish state. It would indicate that his life’s work of campaigning for the creation of a Palestinian state to preserve his Jewish state was misguided, and probably harmful.

Avnery is unlikely to treat criticism of “Israel proper”, such as the apartheid comparison, based on the merits of the case. He will react defensively. Admitting that Israel is an apartheid state inside its internationally recognized borders would undermine the legitimacy of his prized Jewish state. It would indicate that his life’s work of campaigning for the creation of a Palestinian state to preserve his Jewish state was misguided, and probably harmful.

The most outrageous claim Avnery makes in the article, precisely to deflect attention from the problem of a self-defined Jewish state and its relations with a large Palestinian minority, is the following:

On the whole, the situation of the Arab minority inside Israel proper is much like that of many national minorities in Europe and elsewhere. They enjoy equality under the law, vote for parliament, are represented by very lively parties of their own, but in practice suffer discrimination in many areas. To call this apartheid would be grossly misleading.

One does not need to concede that the comparison with apartheid is right, both in the occupied territories and inside “Israel proper” – though I do – to understand that it is, in fact, Avnery who is being grossly misleading here.

There is no sense in which Israel’s treatment of its 1.5 million Palestinian citizens is comparable, as Avnery argues, to the situation of national minorities in European states. Palestinian citizens do not simply face unofficial, informal or spontaneous discrimination. It is structural, institutionalized and systematic.

Here are a few questions Avnery or those who agree with him need to answer:

  • Which European states have, like Israel, nationalized 93 per cent of their land so that one ethnic group (in Israel’s case, Jewish citizens) can exclude another ethnic group (Palestinian Arab citizens)?
  • Which European states have separate citizenship laws – in Israel’s case, the Law of Return (1950) and the Citizenship Law (1952) – based on ethnic belonging?
  • Which European states have designed their citizenship laws, as Israel has done, to confer rights on members of an ethnic group (in Israel’s case, Jews) who are not actually yet citizens or present in the state, privileging them over a group (Palestinian Arabs) who do have citizenship and are present in the state?
  • Which European states have more than 55 laws that explicitly discriminatebased on which ethnic group a citizen belongs to?
  • Which European states, like Israel, defer some of what should be their sovereign powers to extra-territorial bodies – in Israel’s case, to the Jewish Agency and the Jewish National Fund – whose charters obligate them to discriminate based on ethnic belonging?

Maybe Avnery can find the odd European state with one such perverse practise, or something similar. But I have no doubt he cannot find a European state that has more than one such characteristic. Israel has all of these and more; in fact, too many for me to enumerate them all.

So if Israel inside its recognized borders is nothing like European states or the United States, or any other state we usually classify as democratic, maybe Avnery or his supporters can explain exactly what kind of state Israel is like.

Israel’s large Palestinian minority is often spoken of in terms of the threat it poses to the Jewish majority. Palestinian citizens’ reproductive rate constitutes a “demographic timebomb”, while their main political programme – Israel’s reform into “a state of all its citizens” – is proof for most Israeli  that their compatriots are really a “”.

But who would imagine that  could be so intimidated by the innocuous ?

This issue first came to public attention two years ago when it was revealed that , the mayor of , had banned Christmas trees (Hebrew) from all public buildings in his northern Israeli city.

“Upper  is a Jewish town and all its symbols are Jewish,” Gapso said. “As long as I hold office, no non-Jewish symbol will be presented in the city.”

The decision reflected in part his concern that Upper Nazareth, built in the 1950s as the centrepiece of the Israeli government’s “Judaisation of the Galilee” programme, was failing dismally in its mission.

Far from “swallowing up” the historic Palestinian city of Nazareth next door, as officials had intended, Upper Nazareth became over time a magnet for wealthier Nazarenes who could no longer find a place to build a home in their own city. That was because almost all Nazareth’s available green space had been confiscated for the benefit of Upper Nazareth.

Instead Nazarenes, many of them, have been buying homes in Upper Nazareth from Jews – often immigrants from the former Soviet Union – desperate to leave the Arab-dominated Galilee and head to the country’s centre, to be nearer Tel Aviv.

The exodus of Jews and influx of have led the government to secretly designate Upper Nazareth as a “mixed city”, much to the embarrassment of Gapso. The mayor is a stalwart ally of far-right politician  and regularly expresses virulently  views, including recently calling Nazarenes “Israel-hating residents whose place is in Gaza” and their city “a nest of terror in the heart of the Galilee”.

Although neither Gapso nor the government has published census figures to clarify the city’s current demographic balance, most estimates suggest that at least a fifth of Upper Nazareth’s residents are Palestinian. The city’s council chamber also now includes Palestinian representatives.

But Gapso is not alone in his trenchant opposition to making even the most cursory nod towards multiculturalism. The city’s , has refused to countenance a single Christmas tree in Upper Nazareth, arguing that it would be “offensive to Jewish eyes”.

That view, it seems, reflects the official position of the country’s rabbinate. In so far as they are able, the rabbis have sought to ban Christmas celebrations in public buildings, including in the hundreds of hotels across the country.

A recent report in the Haaretz newspaper, on an Israeli Jew who grows commercially, noted in passing: “hotels – under threat of losing kashrut certificates – are prohibited by the rabbinate from decking their halls in boughs of holly or, heaven forbid, putting up even the smallest of small sparkly Christmas tree in the corner of the lobby.”

In other words, the rabbinate has been quietly terrorising Israeli hotel owners into ignoring Christmas by threatening to use its powers to put them out of business. Denying a hotel its kashrut (kosher) certificate would lose it most of its Israeli and foreign Jewish clientele.

Few mayors or rabbis find themselves in the uncomfortable position of needing to go public with their views on the dangers of Christmas decorations. In Israel, segregation between Jews and Palestinians is almost complete. Even most of the handful of mixed cities are really Jewish cities with slum-like ghettoes of Palestinians living on the periphery.

Apart from Upper Nazareth, the only other “mixed” place where Palestinian are to be found in significant numbers is , Israel’s third largest city.  is often referred to as Israel’s most multicultural and tolerant city, a title for which it faces very little competition.

But the image hides a dirtier reality. A recent letter from Haifa’s rabbinate came to light in which the city’s hotels and events halls were reminded that they must not host New Year’s parties at the end of this month (the Jewish New Year happens at a different time of year). The hotels and halls were warned that they would be denied their kashrut licences if they did so.

“It is seriously forbidden to hold any event at the end of the calendar year that is connected with or displays anything from the non-Jewish festivals,” the letter states.

After the letter (above) was publicised on Facebook, Haifa’s mayor, , moved into damage limitation mode, overruling the city’s rabbinical council on Sunday and insisting that parties would be allowed to go ahead. Whether Yahav has the power to enforce his decision on the notoriously independent-minded rabbinical authorities is still uncertain.

But what is clear is that there is plenty of religious intolerance verging on hatred being quietly exercised against non-Jews, mostly behind the scenes so as not to disturb Israel’s “Jewish and democratic” image or outrage the millions of Christian tourists and pilgrims who visit Israel each year.

A short interview broadcast by CNN late last week featuring two participants – a Palestinian in Gaza and an Israeli within range of the rocket attacks – did not follow the usual script.

For once, a media outlet dropped its role as gatekeeper, there to mediate and therefore impair our understanding of what is taking place between Israel and the Palestinians, and inadvertently became a simple window on real events.

The usual aim of such “balance” interviews relating to the Israeli-Palestinian conflict is twofold: to reassure the audience that both sides of the story are being presented fairly; and to dissipate potential outrage at the deaths of Palestinian civilians by giving equal time to the suffering of Israelis.

But the deeper function of such coverage in relation to Gaza, given the media’s assumption that Israeli bombs are simply a reaction to Hamas terror, is to redirect the audience’s anger exclusively towards Hamas. In this way, Hamas is made implicitly responsible for the suffering of both Israelis and Palestinians.

The dramatic conclusion to CNN’s interview appears, however, to have otherwise trumped normal journalistic considerations.

The pre-recorded interview via Skype opened with Mohammed Sulaiman in Gaza. From what looked like a cramped room, presumably serving as a bomb shelter, he spoke of how he was too afraid to step outside his home. Throughout the interview, we could hear the muffled sound of bombs exploding in the near-distance. Mohammed occasionally glanced nervously to his side.

The other interviewee, Nissim Nahoom, an Israeli official in Ashkelon, also spoke of his family’s terror, arguing that it was no different from that of Gazans. Except in one respect, he hastened to add: things were worse for Israelis because they had to live with the knowledge that Hamas rockets were intended to harm civilians, unlike the precision missiles and bombs Israel dropped on Gaza.

The interview returned to Mohammed. As he started to speak, the bombing grew much louder. He pressed on, saying he would not be silenced by what was taking place outside. The interviewer, Isha Sesay, interrupted – seemingly unsure of what she was hearing – to inquire about the noise.

Then, with an irony that Mohammed could not have appreciated as he spoke, he began to say he refused to be drawn into a comparison about whose suffering was worse when an enormous explosion threw him from his chair and severed the internet connection. Switching back to the studio, Sesay reassured viewers that Mohammed had not been hurt.

The bombs, however, spoke more eloquently than either Mohammed or Nissim.

If Mohammed had had more time, he might have been able to challenge Nissim’s point about Israelis’ greater fears as well as pointing to another important difference between his and his Israeli interlocutor’s respective plights.

The far greater accuracy of Israel’s weaponry in no way confers peace of mind. The fact is that a Palestinian civilian in Gaza is in far more danger of being killed or injured by one of Israel’s precision armaments than an Israeli is by one of the more primitive rockets being launched out of Gaza.

In Operation Cast Lead, Israel’s attack on Gaza in winter 2008-09, three Israelis were killed by rocket attacks, and six soldiers died in fighting. In Gaza, meanwhile, nearly 1,400 Palestinians were killed, of whom at least 1,000 were not involved in hostilities, according to the Israeli group B’Tselem. Many, if not most, of those civilians were killed by so-called precision bombs and missiles.

If Israelis like Nissim really believe they have to endure greater suffering because the Palestinians lack accurate weapons, then maybe they should start lobbying Washington to distribute its military hardware more equitably, so that the Palestinians can receive the same allocations of military aid and armaments as Israel.

Or alternatively, they could lobby their own government to allow Iran and Hizbullah to bring into Gaza more sophisticated technology than can currently be smuggled in via the tunnels.

The other difference is that, unlike Nissim and his family, most people in Gaza have nowhere else to flee. And the reason that they must live under the rain of bombs in one of the most densely populated areas on earth is because Israel – and to a lesser extent Egypt – has sealed the borders to create a prison for them.

Israel has denied Gaza a port, control of its airspace and the right of its inhabitants to move to the other Palestinian territory recognised by the Oslo accords, the West Bank. It is not, as Israel’s supporters allege, that Hamas is hiding among Palestinian civilians; rather, Israel has forced Palestinian civilians to live in a tiny strip of land that Israel turned into a war zone.

So who is chiefly to blame for the escalation that currently threatens the nearly two million inhabitants of Gaza? Though Hamas’ hands are not entirely clean, there are culprits far more responsible than the Palestinian militants.

First culprit: The state of Israel

The inciting cause of the latest confrontation between Israel and Hamas has little to do with the firing of rockets, whether by Hamas or the other Palestinian factions.

The conflict predates the rockets – and even the creation of Hamas – by decades. It is the legacy of Israel’s dispossession of Palestinians in 1948, forcing many of them from their homes in what is now Israel into the tiny Gaza Strip. That original injustice has been compounded by the occupation Israel has not only failed to end but has actually intensified in recent years with its relentless siege of the small strip of territory.

Israel has been progressively choking the life out of Gaza, destroying its economy, periodically wrecking its infrastructure, denying its inhabitants freedom of movement and leaving its population immiserated.

One only needs to look at the restrictions on Gazans’ access to their own sea. Here we are not considering their right to use their own coast to leave and enter their territory, simply their right to use their own waters to feed themselves. According to one provision of the Oslo accords, Gaza was given fishing rights up to 20 miles off its shore. Israel has slowly whittled that down to just three miles, with Israeli navy vessels firing on fishing boats even inside that paltry limit.

Palestinians in Gaza are entitled to struggle for their right to live and prosper. That struggle is a form of self-defence – not aggression – against occupation, oppression, colonialism and imperialism.

Second culprit: Binyamin Netanyahu and Ehud Barak

The Israeli prime minister and defence minister have taken a direct and personal hand, above and beyond Israel’s wider role in enforcing the occupation, in escalating the violence.

Israel and its supporters always make it their first priority when Israel launches a new war of aggression to obscure the timeline of events as a way to cloud responsibility. The media willingly regurgitates such efforts at misdirection.

In reality, Israel engineered a confrontation to provide the pretext for a “retaliatory” attack, just as it did four years earlier in Operation Cast Lead. Then Israel broke a six-month ceasefire agreed with Hamas by staging a raid into Gaza that killed six Hamas members.

This time, on 8 November, Israel achieved the same end by invading Gaza again, on this occasion following a two-week lull in tensions. A 13-year-old boy out playing football was killed by an Israeli bullet.

Tit-for-tat violence over the following days resulted in the injury of eight Israelis, including four soldiers, and the deaths of five Palestinian civilians, and the wounding of dozens more in Gaza.

On November 12, as part of efforts to calm things down, the Palestinian militant factions agreed a truce that held two days – until Israel broke it by assassinating Hamas military leader Ahmed Jabari. The rockets out of Gaza that followed these various Israeli provocations have been misrepresented as the casus belli.

But if Netanyahu and Barak are responsible for creating the immediate pretext for an attack on Gaza, they are also criminally negligent for failing to pursue an opportunity to secure a much longer truce with Hamas.

We now know, thanks to Israeli peace activist Gershon Baskin, that in the period leading up to Jabari’s execution Egypt had been working to secure a long-term truce between Israel and Hamas. Jabari was apparently eager to agree to it.

Baskin, who was intimately involved in the talks, was a credible conduit between Israel and Hamas because he had played a key role last year in getting Jabari to sign off on a prisoner exchange that led to the release of Israeli soldier Gilad Shalit. Baskin noted in the Haaretz newspaper that Jabari’s assassination “killed the possibility of achieving a truce and also the Egyptian mediators’ ability to function.”

The peace activist had already met Barak to alert him to the truce, but it seems the defence minister and Netanyahu had more pressing concerns than ending the tensions between Israel and Hamas.

What could have been more important than finding a mechanism for saving lives, on both the Palestinian and Israeli sides. Baskin offers a clue: “Those who made the decision must be judged by the voters, but to my regret they will get more votes because of this.”

It seems Israel’s general election, due in January, was uppermost in the minds of Netanyahu and Barak.

A lesson learnt by Israeli leaders over recent years, as Baskin notes, is that wars are vote-winners solely for the right wing. That should be clear to no one more than Netanyahu. He has twice before become prime minister on the back of wars waged by his more “moderate” political opponents as they faced elections.

Shimon Peres, a dove by no standard except a peculiar Israeli one, launched an attack on Lebanon, Operation Grapes of Wrath, that cost him the election in 1996. And centrists Ehud Olmert and Tzipi Livni again helped Netanyahu to victory by attacking Gaza in late 2008.

Israelis, it seems, prefer a leader who does not bother to wrap a velvet glove around his iron fist.

Netanyahu was already forging ahead in the polls before he minted Operation Pillar of Defence. But the electoral fortunes of Ehud Barak, sometimes described as Netanyahu’s political Siamese twin and a military mentor to Netanyahu from their commando days together, have been looking grim indeed.

Barak desperately needed a military rather than a political campaign to boost his standing and get his renegade Independence party across the electoral threshold and into the Israeli parliament. It seems Netanyahu, thinking he had little to lose himself from an operation in Gaza, may have been willing to oblige.

Third culprit: The Israeli army

Israel’s army has become addicted to two doctrines it calls the “deterrence principle” and its “qualitative military edge”. Both are fancy ways of saying that, like some mafia heavy, the Israeli army wants to be sure it alone can “whack” its enemies. Deterrence, in Israeli parlance, does not refer to a balance of fear but Israel’s exclusive right to use terror.

The amassing of rockets by Hamas, therefore, violates the Israeli army’s own sense of propriety, just as Hizbullah’s stockpiling does further north. Israel wants its neighbouring enemies to have no ability to resist its dictates.

Doubtless the army was only too ready to back Netanyahu and Barak’s electioneering if it also provided an opportunity to clean out some of Hamas’ rocket arsenal.

But there is another strategic reason why the Israeli army has been chomping at the bit to crack down on Hamas again.

Haaretz’s two chief military correspondents explained the logic of the army’s position last week, shortly after Israel killed Jabari. Theyreported: “For a long time now Israel has been pursuing a policy of containment in the Gaza Strip, limiting its response to the prolonged effort on the part of Hamas to dictate new rules of the game surrounding the fence, mainly in its attempt to prevent the entry of the IDF into the ‘perimeter,’ the strip of a few hundred meters wide to the west of the fence.”

In short, Hamas has angered Israeli commanders by refusing to sit quietly while the army treats large areas of Gaza as its playground and enters at will.

Israel has created what it terms a “buffer zone” inside the fence around Gaza, often up to a kilometre wide, that Palestinians cannot enter but the Israeli army can use as a gateway for launching its “incursions”. Remote-controlled guns mounted on Israeli watch-towers around Gaza can open fire on any Palestinian who is considered to have approached too close.

Three incidents shortly before Jabari’s extra-judicial execution illustrate the struggle for control over Gaza’s interior.

On November 4, the Israeli army shot dead a young Palestinian man inside Gaza as he was reported to have approached the fence. Palestinians say he was mentally unfit and that he could have been saved by medics had ambulances not been prevented from reaching him for several hours.

On November 8, as already noted, the Israeli army made an incursion into Gaza to attack Palestinian militants and in the process shot dead a boy playing football.

And on November 10, two days later, Palestinian fighters fired an anti-tank missile that destroyed a Jeep patrolling the perimeter fence around Gaza, wounding four soldiers.

As the Haaretz reporters note, Hamas appears to be trying to demonstrate that it has as much right to defend its side of the “border fence” as Israel does on the other side.

The army’s response to this display of native impertinence has been to inflict a savage form of collective punishment on Gaza to remind Hamas who is boss.

Fourth culprit: The White House

It is near-impossible to believe that Netanyahu decided to revive Israel’s policy of extra-judicial executions of Hamas leaders – and bystanders – without at least consulting the White House. Israel clearly also held off from beginning its escalation until after the US elections, restricting itself, as it did in Cast Lead, to the “downtime” in US politics between the elections and the presidential inauguration.

That was designed to avoid overly embarrassing the US president. A fair assumption must be that Barack Obama approved Israel’s operation in advance. Certainly he has provided unstinting backing since, despite the wildly optimistic scenarios painted by some analysts that he was likely to seek revenge on Netanyahu in his second term.

Also, it should be remembered that Israel’s belligerence towards Gaza, and the easing of domestic pressure on Israel to negotiate with Hamas or reach a ceasefire, has largely been made possible because Obama forced US taxpayers to massively subsidise Israel’s rocket interception system, Iron Dome, to the tune of hundreds of millions of dollars.

Iron Dome is being used to shoot down rockets out of Gaza that might otherwise have landed in built-up areas of Israel. Israel and the White House have therefore been able to sell US munificence on the interception of rockets as a humanitarian gesture.

But the reality is that Iron Dome has swung Israel’s cost-benefit calculus sharply in favour of greater aggression because it is has increased Israel’s sense of impunity. Whatever Hamas’ ability to smuggle into Gaza more sophisticated weaponry, Israel believes it can neutralise that threat using interception systems.

Far from being a humanitarian measure, Iron Dome has simply served to ensure that Gaza will continue to suffer a far larger burden of deaths and injuries in confrontations with Israel and that such confrontations will continue to occur regularly.

Here are the four main culprits. They should be held responsible for the deaths of Palestinians and Israelis in the days and, if Israel expands its operation, weeks ahead.

The Evil of Humanitarian Wars: Iraq, Libya, Syria: We have no right to play God ~ Jonathan Cook.

In a traditional cowboy movie, we know what to do: we look for the guy wearing the white hat to be sure who to cheer, and for the one wearing the black hat to know who deserves to die, preferably gruesomely, before the credits roll. If Hollywood learnt early to play on these most tribal of emotions, do we doubt that Washington’s political script-writers are any less sophisticated?

Since 9/11, the United States and its allies in Europe have persuaded us that they are waging a series of “white hat” wars against “black hat” regimes in the Middle East. Each has been sold to us misleadingly as a “humanitarian intervention”. The cycle of such wars is still far from complete.

But over the course of the past decade, the presentation of these wars has necessarily changed. As Hollywood well understands, audiences quickly tire of the same contrived plot. Invention, creativity and ever greater complexity are needed to sustain our emotional engagement.

Declarations by Israeli prime minister Binyamin Netanyahu aside, there are only so many times we can be convinced that there is a new Hitler in the Middle East, and that the moment is rapidly approaching when this evil mastermind will succeed in developing a doomsday weapon designed to wipe out Israel, the US, or maybe the planet.

In 1950s Hollywood, the solution for audience ennui was simple: High Noon put the noble sheriff, Gary Cooper, in a black hat, and the evil gunslinger in a white one. It offered a veneer of complexity, but in reality the same good guy-bad guy formula played out along familiar lines.

If Washington required a new storyline after the invasions of Iraq and Afghanistan, it did not have to work hard to write one. It was assisted by the rapid changes taking place in the political environment of the Middle East: the so-called Arab Spring. Washington could hardly have overlooked the emotionally satisfying twists and turns presented by the awakening of popular forces against the deadening hand of autocratic regimes, many of them installed decades ago by the West.

The reality, of course, is that the US and its allies are pursuing the same agenda as before the Arab Spring: that is, they are looking to preserve their own geo-political interests. In that regard, they are trying to contain and reverse dangerous manifestations of the awakening, especially in Egypt, the most populous and influential of the Arab states, and in the Gulf, our pipeline to the world’s most abundant oil reserves.

But for Washington, the Arab Spring presented opportunities as well as threats, and these are being keenly exploited.

Both Afghanistan and Iraq followed a model of “intervention” that is now widely discredited and probably no longer viable for a West struggling with economic decline. It is not an easy sell to Western publics that our armies should single-handedly invade, occupy and “fix” Middle Eastern states, especially given how ungrateful the recipients of our largesse have proven to be.

Humanitarian wars might have run into the sand at this point had the Arab Spring not opened up new possibilities for “intervening”.

The Arab awakening created a fresh set of dynamics in the Middle East that countered the dominance of the traditional military and political elites: democratic and Islamist forces were buoyed with new confidence; business elites spied domestic economic opportunities through collaboration with the West; and oppressed ethnic, religious and tribal groups saw a chance to settle old scores.

Not surprisingly, Washington has shown more interest in cultivating the latter two groups than the first.

In Libya, the US and its allies in Nato took off the white hat and handed it to the so-called rebels, comprising mostly tribes out of favour with Gadaffi. The West took a visible role, especially in its bombing sorties, but one that made sure the local actors were presented as in the driving seat. The West was only too happy to appear as if relegated to a minor role: enabling the good guys.

After Libya’s outlaw, Muammar Gadaffi, was beaten to death by the rebels last year, the credits rolled. The movie was over for Western audiences. But for Libyans a new film began, in a language foreign to our ears and with no subtitles. What little information has seeped out since suggests that Libya is now mired in lawlessness, no better than the political waste lands we ourselves created in Iraq and Afghanistan. Hundreds of regional militias run the country, extorting, torturing and slaughtering those who oppose them.

Few can doubt that Syria is next on the West’s hit list. And this time, the script-writers in Washington seem to believe that the task of turning a functioning, if highly repressive, state into a basket case can be achieved without the West’s hand being visible at all. This time the white hat has been assigned to our allies, Saudi Arabia and the Gulf states, who, according to the latest reports, are stoking an incipient civil war not only by arming some among the rebels but also by preparing to pay them salaries too, in petro-dollars.

The importance to Western governments of developing more “complex” narratives about intervention has been driven by the need to weaken domestic opposition to continuing Middle East wars. The impression that these wars are being inspired and directed exclusively from “inside”, even if by a heterogeneous opposition whose composition remains murky to outsiders, adds a degree of extra legitimacy; and additionally, it suggests to Western publics that that the cost in treasure and casualties will not be born by us.

Whereas there was a wide consensus in favour of attacking Afghanistan, Western opinion split, especially in Europe, over the question of invading Iraq in the same manner. In the post 9/11 world, the villain in Afghanistan, Osama bin Laden, seemed a more credible threat to Western interests than Saddam Hussein. The critics of Operation Shock and Awe were proven resoundingly right.

The Arab awakenings, however, provided a different storyline for subsequent Western intervention — one that Washington had tried weakly to advance in Iraq too, after Saddam’s WMD could not be located. It was no longer about finding a doomsday person or weapon, but about a civilising mission to bring democracy to oppressed peoples.

In the era before the Arab Spring, this risked looking like just another ploy to promote Western interests. But afterwards, it seemed far more plausible. It mattered little whether the local actors were democratic elements seeking a new kind of politics or feuding ethnic groups seeking control of the old politics for their own, vengeful ends. The goal of the West was to co-opt them, willingly or not, to the new narrative.

This move effectively eroded popular opposition to the next humanitarian war, in Libya, and looks like it is already achieving the same end in Syria.

Certainly, it has fatally undermined effective dissent from the left, which has squabbled and splintered over each of these humanitarian wars. A number of leading leftwing intellectuals lined up behind the project to overthrow Gadaffi, and more of them are already applauding the same fate for Syria’s Bashar Assad. There is now only a rump of critical leftwing opinion steadfast in its opposition to yet another attempt by the West to engineer an Arab state’s implosion.

If this were simply a cowboy movie, none of this would be of more than incidental interest. Gadaffi was, and Assad is, an outlaw. But international politics is far more complex than a Hollywood script, as should be obvious if we paused for a moment to reflect on what kind of sheriffs we have elected and re-elected in the West. George Bush, Tony Blair and Barack Obama probably have more blood on their hands than any Arab autocrat.

Many on the left are struggling to analyse the new Middle East with anything approaching the sophistication of Washington’s military planners. This failure derives in large part from a willingness to allow the war-merchants to blur the meaningful issues — on the regimes, the opposition groups and the media coverage — related to each “humanitarian intervention”.

Yes, the regimes selected for destruction are uniformly brutal and ugly towards their own people. Yes, the nature of their rule should be denounced. Yes, the world would be better off without them. But this is no reason for the West to wage wars against them, at least not so long as the world continues to be configured the way it is into competing and self-interested nation states.

Nearly all states in the Middle East have appalling human rights records, some of them with even fewer redeeming features than Gadaffi’s Libya or Assad’s Syria. But then those states, such as Saudi Arabia, are close allies of the West. Only the terminally naïve or dishonest argue that the states targeted by the West have been selected for the benefit of their long-suffering citizens. Rather, they have been chosen because they are seen as implacably opposed to American and Israeli interests in the region.

Even in the case of Libya, where Gadaffi’s threat to the West was far from clear to many observers, Western geo-political interests were, in fact, dominant. Dan Glazebrook, a journalist specialising in Western foreign policy, has noted that shortly before the West turned its sights on Libya Gadaffi had begun galvanising African opposition to Africom, the Africa command established by the US military in 2008.

Africom’s role is to organise and direct African troops to fight to ensure, in the words of a US Vice-Admiral, “the free flow of natural resources from Africa to the global market”. In overthrowing Gadaffi, Africom both removed the main challenger to its plan and put into effect its mission statement: not a single US or European soldier died in the operation to unseat Gadaffi.

Highlighting the hypocrisy at the heart of the interventionist agenda should not be dismissed as simple whataboutery. The West’s mendacity fatally undermines the rationale for intervention, stripping it of any semblance of legitimacy. It also ensures that those who are our allies in these military adventures, such as Saudi Arabia, are the ones who will ultimately get to shape the regimes that emerge out of the rubble.

And yes too, the peoples of the Arab world have the right to live in freedom and dignity. Yes, they are entitled to rise up against their dictators. Yes, they have the right to our moral sympathy, to our advice and to our best efforts at diplomacy in their cause. But they have no right to expect us to go to war on their behalf, or to arm them, or to bring their governments down for them.

This principle should hold because, as the world is currently configured, humanitarian intervention guarantees not a new moral order but rather the law of the jungle. Even if the West could be trusted to wage just wars, rather than ones to promote the interests of its elites, how could we ever divine what action was needed to achieve a just outcome – all the more so in the still deeply divided societies of the Middle East?

Is the average Libyan safer because we pulverised his or her country with bombs, because we crushed its institutions, good and bad alike, because we left it politically and socially adrift, and because we then handed arms and power to tribal groups so that they could wreak revenge on their predecessors? It is doubtful. But even if the answer is unclear, in the absence of certainty we are obliged to follow the medical maxim: “First, do no harm”.

It is the height of arrogance – no, more a God complex – to be as sure as some of our politicians and pundits that we deserve the gratitude of Iraqis for overthrowing Saddam Hussein at the likely cost of more than a million Iraqi lives and millions more forced into exile.

Societies cannot have democracy imposed from without, as though it were an item to be ordered from a lunch menu. The West’s democracies, imperfect as they are, were fought for by their peoples over centuries at great cost, including horrific wars. Each state developed its own checks and balances to cope with the unique political, social and economic conditions that prevailed there. Those hard-won freedoms are under constant threat, not least from the very same political and economic elites that so vociferously campaign for humanitarian interventions abroad.

The reality is that greater freedoms are not awarded by outside benefactors; they are struggled for and won by the people themselves. No modern society achieved democracy except through a gradual, painful struggle, where lessons were learnt, often through error, where reverses and setbacks were plentiful, and where lasting success came with the realisation by all sides that legitimacy could not be secured through violence. If we owe other societies struggling for freedom anything, it is our solidarity, not access to our government’s arsenals.

In fact, the West’s duty is not to intervene more but to intervene far less. We already massively arm tyrannies such as those in the Gulf so that they can protect the oil that we consider our birthright; we offer military, financial and diplomatic cover for Israel’s continuing oppression of millions of Palestinians, a major cause of political instability in the Middle East; and we quietly support the Egyptian military, which is currently trying to reverse last year’s revolutionary gains.

Popular support for humanitarian wars could not be maintained without the spread of propaganda masquerading as news by our corporate-owned media. Over the past decade they have faithfully marketed the Middle East agendas of our war-making governments. As the fanciful pretext for each war is exposed, the armchair generals assure us that the lessons have been learnt for next time. But when the script is given a makeover – and the white hat passed to a new lawman – the same discredited media pundits justify war yet again from the safety of their studios.

This is another reason to tread cautiously. In the case of Syria, the source of the certainty expressed by our newsrooms is often no more than a one-man outfit in the British town of Coventry known as the Syrian Observatory for Human Rights. If Rami Abdulrahman did not exist, our interventionist governments and their courtiers in the media would have had to invent him. The Observatory produces the anti-regime news needed to justify another war.

This is not to argue that Assad’s regime has not committed war crimes. Rather, it is that, even were “humanitarian interventions” a legitimate undertaking, we have no comsistently reliable information to make an assessment of how best we can intervene, based on the “news” placed in our media by partisan groups to the conflict. All that is clear is that we are once again being manipulated, and to a known end.

These are grounds enough to oppose another humanitarian war. But there is an additional reason why it is foolhardy in the extreme for those on the left to play along with West’s current agenda in Syria, even if they genuinely believe that ordinary Syrians will be the beneficiaries.

If the West succeeds in its slow-motion, proxy intervention in Syria and disables yet another Arab state for refusing to toe its line, the stage will be set for the next war against the next target: Iran.

That is not an argument condoning Assad’s continuing rule. Syrians should be left to make that decision.

But it is an admonition to those who justify endless meddling in the Middle East in the service of a Western agenda. It is a caution against waging wars whose destructive power is directed chiefly at civilians. It is a warning that none of these humanitarian wars is a solution to a problem; they are only a prelude to yet more war. And it is a reminder that we have no right to play God.
