Israel is believed to have secretly built up its own stockpile of chemical and biological weapons decades ago, reports Foreign Policy, citing a recently unearthed CIA document.

American surveillance satellites uncovered in 1982 “a probable CW [chemical weapon] nerve agent production facility and a storage facility… at the Dimona Sensitive Storage Area in the Negev Desert,” states the secret 1983 CIA intelligence estimate obtained by Foreign Policy (FP). “Other CW production is believed to exist within a well-developed Israeli chemical industry,” the document adds.

According to FP, US intelligence agencies are almost certain that Israel possesses a stockpile of nuclear weapons that the Middle Eastern country developed in the 1960s and 1970s as part of its defense against a possible attack from Arab neighbors.

The FP report is based on a page from a secret, Sept. 15, 1983, CIA Special National Intelligence Estimate entitled “Implications of Soviet Use of Chemical and Toxin Weapons for US Security Interests.” Part of the document was released in 2009 in the National Archives, but the piece on Israel was extracted from that version.

For years, arms control analysts have speculated that Israel built up a range of chemical and biological weapons to complement its alleged nuclear arsenal.

Experts’ attention, in particular, was focused on the Israel Institute for Biological Research (IIBR) at Ness Ziona, located 20 kilometers south of Tel Aviv. The highly-classified research center operated and funded by the Israel Ministry of Defense is alleged to be a military facility manufacturing chemical and biological weapons.  The IIBR was allegedly involved in several “accidents.” In one of them, according to the British Foreign Report in 1998, authorities were close to ordering evacuation of homes in the area before scientists discovered there was no threat to the population.

However, to date not much evidence has been published about Israel possessing chemical or nuclear weapons. The newly-discovered CIA memo may be the strongest indication yet, FP writes.

While we cannot confirm whether the Israelis possess lethal chemical agents,” the CIA document is quoted as saying, “several indicators lead us to believe that they have available to them at least persistent and non-persistent nerve agents, a mustard agent, and several riot-control agents, marched with suitable delivery systems.”

 

 

The “non-persistent agent” mentioned in the secret document was likely sarin – a nerve gas that was allegedly used in the August 21 chemical weapons attack in a Damascus suburb, FP writes. The US blamed the Syrian government for the attack and threatened to launch a military strike in response.

The 1983 CIA memo reveals that US intelligence was aware of Israeli alleged chemical weapons-testing activities since the early 1970s – when they learned from intelligence sources about the existence of chemical weapons testing grounds. It is almost certain that these test areas were located in Negev Desert, in southern Israel, FP writes.

Israel stepped up its research and development work on chemical weapons following the end of the 1973 Arab-Israeli War, according to the CIA document. The war began when Egypt and Syria launched a joint surprise attack against Israel as the nation was celebrating Yom Kippur – the most sacred day in the Jewish calendar.

Israel, finding itself surrounded by frontline Arab states with budding CW capabilities, became increasingly conscious of its vulnerability to chemical attack,” the document says. “Its sensitivities were galvanized by the capture of large quantities of Soviet CW-related equipment during both the 1967 Arab-Israeli and the 1973 Yom Kippur wars. As a result, Israel undertook a program of chemical warfare preparations in both offensive and protective areas.”

The report also claims that in January 1976, American intelligence detected “possible tests” of Israeli chemical weapons very likely to have taken place in the Negev Desert. FP cites a former US Air Force intelligence officer, who told the magazine that the National Security Agency intercepted communications indicating that Israeli air force fighter-bombers carried out a simulated low-level chemical weapons delivery missions at a bombing range in the Negev.

It is unknown whether Israel still keeps its alleged stockpile of chemical weapons. In 1992, the Israeli government signed the Chemical Weapons Convention, which outlaws such arms. Crucially, however,  Israel has not ratified the agreement.

The author of the FP article claims that after a search on Google Maps, he found what he believes to be “the location of the Israeli nerve agent production facility and its associated chemical weapons storage area” in the Negev Desert east of the village of al-Kilab, about 10 miles west of the city of Dimona.

The Israeli embassy in Washington did not respond to FP’s requests to comment on the article.

The CIA document emerged as the US mulls over a possible “limited” military strike against the Syrian regime that President Barack Obama was pushing for following the chemical weapons attack last month.

On Tuesday, Obama the urged the US Congress to postpone a vote to authorize military action, and said he was seeking a diplomatic solution to the ongoing Syrian war. Obama cited theRussian proposal to put Syria’s chemical weapons under international control among the reasons for the delay. Damascus has this week agreed to hand over its chemical weapons to international supervisors, and to sign the Chemical Weapons Convention.

9 September 2013 – United Nations Secretary-General Ban Ki-moon today said that two-and-half years of conflict in Syria have produced only “embarrassing paralysis” in the Security Council and that he was considering proposals to the 15-member body in the search for a political solution.

In his first press conference since returning to New York from the G20 Summit in St. Petersburg, Mr. Ban said that should a UN weapons team confirm use of chemical agents in the 21 August incident in Syria, it would be an “abominable crime” and the international community “would certainly have to do something about it.”

“The Syrian people need peace,” he declared.

“Should Dr. Sellström’s report confirm the use of chemical weapons, then this would surely be something around which the Security Council could unite in response – and indeed something that should merit universal condemnation,” Mr. Ban told reporters.

The UN chief added that he is already considering “certain proposals that I could make to the Security Council” when presenting the investigation team’s report.

Those include urging the Council to demand the immediate transfer of Syria’s chemical weapons and chemical precursor stocks to places inside Syria where they can be safely stored and destroyed, Mr. Ban said.

He also urged Damascus to become a party to the Organisation for the Prohibition of Chemical Weapons (OPCW), which is the implementing body of the Chemical Weapons Convention (CWC).

Syria is not a party CWC, but it is a party to the Geneva (Protocol) of 1925 which prohibits the use of chemical and biological weapons, according to the OPCW.

In response to a question about how quickly the UN can act, if Syria agrees to a transfer of its alleged chemical weapons stock under international control, Mr. Ban said he is sure that the international community will take “very swift action” to make safely store and destroy the chemical weapons stocks.

Meanwhile, the biomedical and environmental samples taken by the UN chemical weapons inspection team have been undergoing analysis in Europe since last week.

Mr. Ban has said he would promptly share the results of the analyses with the 15-member Security Council and all 193 Member States.

Addressing journalists, the UN chief again reiterated the need to come together for a so-called Geneva II conference, which would include representatives of Syrian parties as well as senior United States, Russian and UN officials, to find a political path out of the crisis in the country.

A political solution “is the only viable option at this time”, Mr. Ban said, adding that he and Joint UN-Arab League Special Representative Lakhdar Brahimi, who was also in St. Petersburg, have been working very closely with Moscow and Washington to get all parties to the table.

The UN chief noted that Syria dominated the G20 talks “in a way no other political development has ever done.”

In addition to those discussions at the summit and on the sidelines, Mr. Ban said there was progress on growth, jobs, trade and investment.

Mr. Ban said he was “encouraged” by the response to this call for concentrated actions to achieve the eight anti-poverty targets known as the Millennium Development Goals (MDGs), define a global development agenda beyond 2015, and addressing climate change.

He looks forward to building on the G20 discussions at the high-level General Assembly debate later this month at the UN Headquarters in New York.

Part I – The President Goes to Congress

 

President Obama has sidestepped the political hole he had dug for himself (what we might call the “red line” hole) over his proposed attack on Syria. Having insisted there must be “consequences” for a breach of international law, specifically the alleged use of banned chemical weapons by the Syrian government, he was faced with both popular American reluctance to support military action and Congressional pique over not being included in the decision process.

 

As a consequence President Obama announced on 31 August 2013 that he now supports a Congressional debate and vote on the issue of attacking Syria. Then he told us how he sees the situation, “This [Syrian chemical] attack is an assault on human dignity…. It risks making a mockery of the global prohibition on the use of chemical weapons…. Ultimately this is not about who occupies this [White House] office at any given time, its about who we are as a country.” 

 

Part II – The U.S. and Chemical Weapons

 

For all I know, the president really believes his own words, but I am pretty sure his implied question of “who we are as a country” is meant to be rhetorical. If one was to give an evidence-based answer to that inquiry, as it relates to chemical weapons, it would be embarrassing in the extreme. Lest we forget, the U.S. defoliated parts of Vietnam with a chemical weapon called Agent Orange and by its use killed a lot more than large swaths of jungle. Agent Orange killed and maimed an estimated 400,000 Vietnamese and an estimated half a million children have subsequently been born deformed. It also did a fatal job on many of the American troops that handled the stuff. Later, the U.S. sold chemical and biological weapons-grade material to Saddam Hussein and followed up by helping his army aim the stuff accurately at Iranian troops. Saddam also used it on the Iraqi Kurds. Then there is the fact that our “very special friend,” Israel, used phosphorous bombs (a banned chemical weapon) on the civilians of Gaza. At the time Israel did this, President Obama occupied the oval office. I don’t remember him displaying any moral angst or positioning U.S. ships in the eastern Mediterranean with cruise missiles aimed at Israeli airbases. The truth is that during all of these episodes no one in the government worried (at least publicly) about what our actions or lack thereof, said about what sort of country this is.

 

However, this question does deserve a direct answer. What sort of country is the U.S. in relation to the use of chemical weapons? The kindest answer one can give is it is a bloody hypocritical nation.  

 

Part III – Back to Congress

 

Nonetheless, sending the issue of a possible attack on Syria to Congress is a timely political move for the president. It puts off having to face the dilemma of taking military action that cannot both constitute meaningful punishment for the violation of international law and, at the same time, keep the U.S. from becoming ever more deeply embroiled in the Syrian civil war.

 

It also could be a good political move for the U.S. as a whole because it creates a good precedent. Having Congress debate and vote on the issue of military action against Syria could help resuscitate the moribund War Powers Act. Although Obama claims he has the authority to launch an attack no matter what Congress decides, he would be politically hard pressed to do so if the legislators said don’t do it. Thus the maneuver might narrow the otherwise rapidly expanding powers of the imperial presidency. Of course, none of this means that Congress can’t be scared or otherwise bamboozled into giving the president the power to do something militarily stupid. Vietnam and Iraq stand as powerful precedents in that regard.

 

There is another very interesting potential consequence of the president’s going to Congress. It might create a situation where there is a publicly noticeable difference between the express desires of a majority of the voting population and the special interests now encouraging military action against Syria. In my last analysis I laid out the idea that in the interim between elections, the influence of powerful special interests have much more to say about policy than do the voters, most of whom pay little attention to foreign policy. Now, however, we have a rare moment when the populace is paying attention and polls indicate that a healthy majority do not want further intervention in the Middle East. Who will the Congress respond to in the upcoming debate and vote, their special interest constituents or the voting kind?

 

Part IV – Conclusion

 

Of course, the notion that the President of the United States, with or without Congressional approval, has the authority to act as the world’s “policeman” and punish violators of international laws, that it itself flaunts, is offensive and dangerous. There are international institutions in place such as the International Criminal Court (ICC) that, imperfect as they are, can be used to prosecute violations such as the use of banned weapons. (It is to be noted that the cause of “human dignity” would be greatly advanced if the U.S. would stop refusing to ratify the treaty empowering the ICC).  

 

How do you characterize a situation where one or a small number of community members takes it upon themselves to go outside the law to punish alleged wrongdoers? Here in the U.S. this is known as “vigilante justice.” Most often this sort of behavior  results is a “lynching” based on little or no reliable evidence. 

 

President Obama’s going to Congress will not change the vigilante nature of U.S. intentions. Let’s just hope that Congress listens to the people this time around and tells the President to keep his cruise missiles to himself. And then, lets hope he does just that.

Ten years ago, a major American magazine published a bombshell report about the non-existence of Iraq’s WMDs.  But it was hardly noticed by a corporate press corps too busy hyping the threat from those non-existent weapons.

The story appeared in the March 3, 2003, issue of Newsweek–a short piece with the headline “The Defector’s Secrets.” It almost seemed as if the magazine didn’t know what it had on its hands. Or perhaps it did.

The story by John Barry centered on defector Hussein Kamel, Saddam Hussein’s brother-in-law. Kamel was widely cited by U.S. political leaders and media figures as providing the proof that Iraq had substantial quantities of banned weapons.

But Newsweek reported that what Kamel actually said in 1995 was that Iraq had destroyed those stockpiles. As Barry put it, these revelations  raised “questions about whether the WMD stockpiles attributed to Iraq still exist.”

FAIR noted (Media Advisory, 2/27/03) theNewsweek bombshell in real time:

Inspectors were told “that after the Gulf War, Iraq destroyed all its chemical and biological weapons stocks and the missiles to deliver them,” Barry wrote. All that remained were “hidden blueprints, computer disks, microfiches” and production molds. The weapons were destroyed secretly, in order to hide their existence from inspectors, in the hopes of someday resuming production after inspections had finished. The CIA and MI6 were told the same story, Barry reported, and “a military aide who defected with Kamel… backed Kamel’s assertions about the destruction of WMD stocks.”

The FAIR report added:

The Kamel story is a bombshell that necessitates a thorough reevaluation of U.S. media reporting on Iraq, much of which has taken for granted that the nation retains supplies of prohibited weapons. (See FAIR Media Advisory, “Iraq’s Hidden Weapons: From Allegation to Fact,” 2/4/03.) Kamel’s testimony is not, of course, proof that Iraq does not have hidden stocks of chemical or biological weapons, but it does suggest a need for much more media skepticism about U.S. allegations than has previously been shown.

That did not happen, of course; as FAIR pointed out, days after the story appeared in print “no major U.S. newspapers or national television news shows” had touched it.  Democracy Now! devoted a long segment to the report and its revelations (3/3/03).

And what about Newsweek? Just weeks later, the magazine’s cover story was “Saddam’s War,” which told stories of Iraqi military parades full of fighters

garbed in the familiar tan camouflage of the United States Army. Saddam has ordered thousands of uniforms identical, down to the last detail, to those worn by U.S. and British troopers. The plan: to have Saddam’s men, posing as Western invaders, slaughter Iraqi citizens while the cameras roll for Al-Jazeeraand the credulous Arab press.

The article closed with what amounted to a call for war:

One Arab intelligence officer interviewed by Newsweek spoke of “the green mushroom” over Baghdad–the modern-day caliph bidding a grotesque bio-chem farewell to the land of the living alongside thousands of his subjects as well as his enemies. Saddam wants to be remembered. He has the means and the demonic imagination. It is up to U.S. armed forces to stop him before he can achieve notoriety for all time.

It says a lot about the capabilities of a propaganda system that an outlet that undermined the official story on Iraq could so promptly forget that it had done so.

| Ten Steps for Radical Revolution in the US!

One. Human rights must be taken absolutely seriously. Every single person is entitled to dignity and human rights. No application needed. No exclusions at all. This is our highest priority.

Two. We must radically reinvent contemporary democracy. Current systems are deeply corrupt and not responsive to the needs of people. Representatives chosen by money and influence govern by money and influence. This is unacceptable. Direct democracy by the people is now technologically possible and should be the rule. Communities must be protected whenever they advocate for self-determination, self-development and human rights. Dissent is essential to democracy; we pledge to help it flourish.

Three. Corporations are not people and are not entitled to human rights. Amend the US Constitution so it is clear corporations do not have constitutional or human rights. We the people must cut them down to size and so democracy can regulate their size, scope and actions.

Four. Leave the rest of the world alone. Cut US military spending by 75 percent and bring all troops outside the US home now. Defense of the US is a human right. Global offense and global police force by US military are not. Eliminate all nuclear and chemical and biological weapons. Stop allowing scare tactics to build up the national security forces at home. Stop the myth that the US is somehow special or exceptional and is entitled to act differently than all other nations. The US must re-join the global family of nations as a respectful partner. USA is one of many nations in the world. We must start acting like it.

Five. Property rights, privilege, and money-making are not as important as human rights. When current property and privilege arrangements are not just they must yield to the demands of human rights. Money-making can only be allowed when human rights are respected. Exploitation is unacceptable. There are national and global poverty lines. We must establish national and global excess lines so that people and businesses with extra houses, cars, luxuries, and incomes share much more to help everyone else be able to exercise their basic human rights to shelter, food, education and healthcare. If that disrupts current property, privilege and money-making, so be it.

Six. Defend our earth. Stop pollution, stop pipelines, stop new interstates, and stop destroying the land, sea, and air by extracting resources from them. Rebuild what we have destroyed. If corporations will not stop voluntarily, people must stop them. The very existence of life is at stake.

We respect the human rights and human dignity of others and work for a world where love and wisdom and solidarity and respect prevail.

Seven. Dramatically expand public spaces and reverse the privatization of public services. Quality public education, health and safety for all must be provided by transparent accountable public systems. Starving the state is a recipe for destroying social and economic human rights for everyone but the rich.

Eight. Pull the criminal legal prison system up and out by its roots and start over. Cease the criminalization of drugs, immigrants, poor people and people of color. We are all entitled to be safe but the current system makes us less so and ruins millions of lives. Start over.

Nine. The US was created based on two original crimes that must be confessed and made right. Reparations are owed to Native Americans because their land was stolen and they were uprooted and slaughtered. Reparations are owed to African Americans because they were kidnapped, enslaved and abused. The US has profited widely from these injustices and must make amends.

Ten. Everyone who wants to work should have the right to work and earn a living wage. Any workers who want to organize and advocate for change in solidarity with others must be absolutely protected from recriminations from their employer and from their government.

Finally, if those in government and those in power do not help the people do what is right, people seeking change must together exercise our human rights and bring about these changes directly. Dr. King and millions of others lived and worked for a radical revolution of values. We will as well. We respect the human rights and human dignity of others and work for a world where love and wisdom and solidarity and respect prevail. We expect those for whom the current unjust system works just fine will object and oppose and accuse people seeking dramatic change of being divisive and worse. That is to be expected because that is what happens to all groups which work for serious social change. Despite that, people will continue to go forward with determination and purpose to bring about a radical revolution of values in the USA.
